The story takes place in the Water Lotus Kingdom, which was colonized by Britain for many years and has now achieved independence, but is ruled by the Lakeside people , an oligarchy , and is now governed by a large number of Water Lotus people. Dissatisfied with this situation, the Water Lotus people are frequently carrying out terrorist attacks against the Lakeside people, and the country is on a path to deteriorating public order. Touka, a girl born to a Water Lotus mother and a Lakeside father, works as a waiter in the dining room of the Lake Hotel, a gathering place for Lakeside people, while pretending to be a boy . She possesses the ability to read people's emotions ( telepathy ), and one day, she is fired after getting into a dispute with a Lakeside customer. She then gets caught up in a demonstration by Water Lotus extremists , and in the midst of the chaos, she meets David, a young doctor of mixed British and Lakeside heritage . After running away from him due to a minor misunderstanding, she meets Rajkumar, a cyborg dancer, and enters into a master-servant contract with him. The story revolves around Donghe's superpowers and the cyborg Rajkumar, and the intentions of David, Chen (a Chinese antique dealer ), Senator Ma Nan, the mysterious brown- haired man with sunglasses, Godot, the head of the CIC (Central Intelligence Agency of the Canal Federation) , Paul, and Long Wei, the leader of the Suiren guerrillas, intertwine and intersect.
